Founded in 1994, the joint municipal authority coordinates East Lapland's regional development, municipal cooperation and advocacy. Its predecessor dates from 1958. Partners include the Regional Council of Lapland, Metsähallitus and education organisations.
The authority carries out national and international projects under member municipalities' guidelines and participates in regional strategy work. National advocacy involves MPs and ministries. Cooperation with Sweden and Norway takes place through the Barents Road association, while projects also address sustainable cycling tourism and border-region development.
