The park was laid out around Valkeisenlampi lake in several phases from the 1950s and thoroughly renovated around 2000. Its broad rose garden shows over 50 rose species and varieties, including several found roses such as Iitin Tiltu and Linnanmäki. Trees, shrubs, perennials and wetland plants give flowers from spring to autumn, and the art works include Heikki Nieminen's Kevät sculpture and Antti Immonen's stainless steel Mökit ja Mäet (2004).
The playground in the northwest corner has fitness-style equipment that adults can use too, plus the historic Kulakalle carousel. Visitors walk, picnic, swim and fish, and in winter ski and ice fish on the lake, with sledding on the hills. The main path around the lake is step-free, and the central square of the rose garden can be reached by wheelchair. Historic hospital-era buildings surround the park, including the County Hospital complex, a nationally significant cultural environment (RKY 2009). The park belongs to the National City Parks network.
