Established in 1994 and operational since 1995, the joint municipal federation brings together 14 Swedish-speaking or bilingual coastal municipalities from Kokkola to Kristinestad. Its work supports the Swedish language, Finland-Swedish identity and culture in Ostrobothnia.
It runs the Yrkesakademin i Österbotten vocational college, Wasa Teater and the regional cultural development unit KulturÖsterbotten. It also co-owns the company operating Novia University of Applied Sciences. The premises have an accessible entrance and car park.
