These stone steps climb Harju hill and are one of the city's most photographed landmarks. They were built in 1925 as a job-creation project and named after city engineer Oskar Nero. At the top of Harju stands the Vesilinna observation tower, home to a nature museum and Vesilinna Cafe & Restaurant. The lower floors are reachable by lift.
Harju is a pine-forested esker in the middle of the city, used for walking and recreation all year. In winter the slopes are used for skiing and sledding, and students traditionally gather there on May Day. The evening trumpet call Laulu Synnyinseudulle has sounded from the tower every summer evening since 1976. Parking and entrance are not wheelchair accessible.
