The foundation was set up in December 1927 by the main sports organisations and the city authorities, with the state joining a little later. Its aim was to build a stadium so the city could bid for the Summer Olympics. Today its main task is the comprehensive development of the Olympic Stadium and its operations. The board includes representatives of the city, the Ministry of Education and Culture and major sports federations.
The stadium works as a cultural centre for sport and exercise, with a visitor centre, tower visits and guided tours. It offers meeting, seminar and event venues, Bistro Stadion, Club Stadion and bookings for sports facilities. The major renovation added accessible routes, new lift connections and accessible stands, but the 1930s tower cannot be reached step-free to the top.
