Established in 2019, this authority grants permits for secondary use of health and social data under Finland's Secondary Use Act. Permits may cover data from multiple public controllers, private organisations or Kanta services. Datasets are compiled and pre-processed with privacy safeguards such as pseudonymisation.
Services include guidance and processing permit applications, amendments and requests for statistical data. Individual-level data is analysed in the secure Kapseli® environment. Operations are separated from THL's other work and steered by the Ministry of Social Affairs and Health. The entrance is wheelchair accessible.
