The foundation organises music competitions and concerts and works to promote conditions for amateur and professional classical music. It was established in 1998 under the wills of the siblings Viljo and Maire Vuorio and entered in the foundation register on 23 September 1998. Events are run alone or together with the city orchestra, the Korsholm Music Festival and other parties. It organises the Jorma Panula conducting competition.
Since 1998 it has granted scholarships to music professionals and amateurs, and grants to community organisations. The board has three or four members, one always a representative of the city. The foundation owns a small apartment on the first floor of the Kipinä House.
