The non-profit, politically independent association promotes rural development in Ostrobothnia. It acts as a Leader funding group for rural businesses and developers and an umbrella body for over 300 Swedish-speaking villages. Coastal Fiskeleader work supports the fishing industry.
Its area covers 13 bilingual Ostrobothnian municipalities and Kokkola. Organisations, villages and businesses can become members. Services are in Swedish and Finnish, with English also available online. The website has a project register, and the association runs its own regional development projects.
